OK, I must be doing something wrong. I have a background JPG on Video Track 3, my main video on Track 2, and my secondary video on Track 1. I have the "Pan and Zoom" applied to the clips in tracks 2 and 1 in order to scale both down to fit together in the frame.

However, the background image never shows, only black. I have tried enabling and disabling the "Composite" box on tracks 1 and 2, however that results in either hiding the video in track 2, or still only black.

I am currently using Zorin OS 12.4 with Kdenlive version 4.15.2.3. Below is a screenshot of my project that will hopefully help explain the situation. Thank you for your help!

Hello !
The idea is definitely good, so here are some things you can try:
- make your jpg background into a png, as there might be issues with rendering later
- add a transition between 1 & 3 and 2 & 3, either composition and transform, composite or affine. Just click on one of the lower corners of the upper track, and then in the transition tab, right corner, choose video 3 (btw did you name these yourself? usually 1 is at the bottom)

PS: are you really using version 4? it's at 19 currently. I think i remember the pan and zoom effect from ages ago, but that's not a thing anymore.

Zorin 12.4 is very old... (and probably doesn't support Appimages ) .. i don't known if the Zorin 15 support Appimages BTW....
the better think to do .. is to install a more recent Linux distribution on a secondary partition of your PC (just to use an updated Appimage of Kdenlive) ... i'm telling this because there was 2 bugs on tracks sorting that was fixed on last 2 months, and a recent build of Kdenlive is very necessary to address your issues. (only available in Appimage format)

You are correct, version 12.4 is old. Zorin 15 has now been released, however it is not yet available for the Education version, which is what I installed. So it's possible I'll have to wait for that and upgrade before this issue is resolved.

Thank you for your reply. What do you mean by the right corner of the transition tab?

These video tracks are as they were when I started the empty project.

Also, I don't want to transition between the clips, I just need to simply overlay all three, something that is so easy with Premiere Pro and Final Cut. Although, I don't have those tools available for this project, which is why I'm trying to use KDenlive. Unfortunately Davinci Resolve is too much for my laptop.
