timing missing 0.36 seconds

Maybe I'm losing it, maybe there's a good reason for this, but if I'm changing any time, whether dragging a cursor or changing it in text, there is nothing between 0:24 and 1:00 seconds. This is in every second. So if I'm dragging the cursor forwards it goes up in nice little increments from 2:00 to 2:24 and then jumps to 3:00. The same happens in reverse.

Is this a bug, or is there some reason for this that I'm missing?
I've only just installed the latest version but it did the same on the last version.

The number after ":" is not 1/100 seconds but frames, you have 25 frames per seconds, counting from 0, so after frame 24 timecode increases by 1 second and frame restarts from 0.
