The file speed.xml for this effect is available in the system. In the list of effects in the kdenliveeffectscategory.rc file, the SPEED effect was missing, I entered it there, but it didn't help.

just search the forum (this was requeste a lot of time) .. there are 3 different speed "technique" and no one is an effect.
