You need at least three video tracks: one for the background (V1), one for the text (V3) and one for the marker (V2). Create a title clip for the text(s) and another title clip for the text marker. The marker is basically a colored rectangle which you move around and stretch to accommodate the length of each line of text. Use the Transform effect on the marker clip to position it on the correct line of text and adjust the 'W' (width) parameter to stretch or shrink it according to the length of the text. Simply copy the marker clip to the respective position in the timeline.

berndmj version works pretty well but you can also make using the effects in the title clip.

How do you move the text marker from line to line if you have only one title clip? I understand that you can copy the title clip and change the position of the rectangle but that means you clog up your project bin with multiple copies of the same title clip. And what do you mean with "tint amount"? I don't know this setting. Thanks. BTW: The image link doesn't work

If you cannot see the image then my answer is useless I did a video explain how to do, it's not listed in my channel it's just to answer this topic maybe I make a full tutorial someday.
