I made following cut out animation video using Opentoonz green/blue background
when i use kdenlive transform effect and resize and move this around 00:21 seconds i get border lines on bear video

why is that happening any work around for this problem?

Probably some small deviations in color values that are not picked up during chroma keying. You can play with the variance slider.
Simplest fix IMHO is to apply a Crop, Scale and Tilt effect and simply cut off a few pixels left and right.
