How downgrade from FullHD to DVD (.vob) with normal quality?

My original video format is FullHD and it's rendering normally, but for DVD users I need downgrade to PAL Widescreen (DVD-.vob). This output have anormally bad video quality. Video is not sharp (blurred video).

What I can do to improve quality?
