mpeg-2 render has no video, only sound. what's missing?

I can render edited clips into dv, avi, mpeg-4, and I have video and audio on them during playback. But when I render into mpeg-2 I have only audio; no video is rendered. The mpeg-2 options show up in the render menu, so the codec is apparently installed.

My raw clips from a Panasonic SDR-H80 hard disk video camera are mpeg-2-video with 704X480 frame size, 29.97 frame rate and .909091 (10/11) aspect ratio.

I normally have several or many of the raw clips that I edit in the time line to create a scene and then render them to a clip for later use in a larger project of many such clips.

As a trial I've managed to create a DVD if I use the raw edited clips for a single scene and also from the avi clip rendered from the same edited raw clips.

Are some files or libraries missing for mpeg-2 rendering? I've not found anything in the forum to this point that has helped with this particular problem. I've searched with many keywords regarding rendering, no video, mpeg-2, etc.

Any suggestions would be appreciated.
