Kdenlive Ignoring Bitrate on MPEG4 Rendering?

Oy. Anyone experience this phenomenon?

When I render a video to MPEG4, I set the bitrate to 12000K, using one of the preset profiles that ships with Kdenlive. But the resulting video is only 6000K.

What gives?

Any ideas?
