I am getting slow render times. melt.exe is only using 10% of my CPU and the total system usage is only around 12%. My SSD and HDD are also not going past 25% or so and are usually around 1% during rendering. The only thing being used is 70-90% of my 16gb ram.

Is there a way to increase the amount of resources available to Kdenlive/mlt? I would like to take advantage of my NVME SSD and Ryzen 1700 CPU. I have included a screenshot of the Task Manager and rendering window. This was for a 5min 1080p 60fps h.264 mp4 file with only a few clips and very minimal transitions. No effects or anything, very simple project.

we are talking about a very early version (beta) of this application for windows... probably if you watch your logical processors on the task manager you find that just 1 is working...

Yep, change your view to logical processors, and you'll see that only one is in use. The default number of concurrent threads (at least in the Windows build) is 1. You can change this in Settings|Configure|Environment. I have the number of threads set to the number of logical processors (4, in my case) and that seems to work properly.
