Everytime I render it comes out as 30 fps, I don't see any options about FPS, how can you change the fps a video is rendered at?

Do you set the project setting on 60fps (project -> project settings)? If not it will render according that settings.

Don’t change the project settings/profile when your project is finished already! It creates a mess.

To make sure the project is according your footage/clips hit CTR+****+, (comma) and tick under Misc “Check if first added clip matches project profile”.
