You know you can drag and drop the dockers by click-dragging their title-bars, right? Then you can move the brush-presets to above the layers, if you want.

Saving the current state is normal behaviour for programs like Krita, and we will have a lot of upset users if we'd change this.

How about this put a feature that turns it on and off and besides this thread is about stopping Krita from saving pointless stuff.
