Current workaround is to delete kdenliverc

Side note 1: kdenliverc is located in C:\Users\USERNAME\AppData\Local\ but should be located in C:\Users\USERNAME\AppData\Local\kdenlive\

Side note 2: kdenlive_19.04-2f64ecad6 can't render on win64:
Rendering of D:/untitled.mp4 crashed
qt.qpa.plugin: Could not load the Qt platform plugin "windows" in "" even though it was found.
This application failed to start because no Qt platform plugin could be initialized. Reinstalling the application may fix this problem. Available platform plugins are: direct2d, minimal, offscreen, windows.

i'm using 19.04 and i can render...
you have to install (clean install.. deleting all old Kdenlive related folders located on "local" and "roaming" ) : https://files.kde.org/kdenlive/release/ ... 04.1-2.exe
