After creating several different vector objects on one vector layer, Select: Select All, Deselect and Reselect don’t do anything. Should they?

Ah, no, it shouldn't do anything

Selections only work with paint-layers, as it's technology that only works in compatability with the technology used by the paint-layers. For selecting on vector layers use the 'default' tool(the pointer icon). This will only select full objects BTW, that's part of the underlying technology.
