32 bit Vista install issue

I'm running a 32 bit Windows Vista. I've tried to install the latest 32 bit installation file, but I ran into a problem.
Before I can begin to setup the installation options, I get this message:

"This installation package cannot be installed by the Windows Installer service. You must install a Windows service pack that contains a newer version of the Windows Installer service."

I working on fixing this right now, but can somebody please clarify what exactly this means?

Also:
I have used Krita on this same system before with no problems. I have, however, recently reinstalled this system after some core files went bad.

After re-installing you must have missed some microsoft updates: krita uses the installer service Windows provide for installation, and if that is a too old version, Windows cannot install the msi.
