Performance Issues With Canvas in 3.1

Hello! I apologize if this isn't the place for this/this is already a known issue that I missed when looking through the forum.

EDIT: Resizing brushes with brackets also appears to be laggy.

I have recently installed Krita 3.0.1, the new release, and I have been experiencing issues that I haven't encountered on previous versions of the software, including 3.0

The problem appears to be with the canvas. On the fly brush resizing (shift+drag to increase/decrease size) and (Shift + middle click) rotation is very laggy and unresponsive, and nearly unusable for me with this release. Zoom and pan is fine and working as usual.

I have tried

- Restarting Krita
- Disabling/enabling openGL
- Changing the quality of filtering
- Enabling/Disabling texture buffer

With no improvements.

I use a Lenovo G505 laptop running on up-to-date Windows 10 with an AMD A6 quad core processor with 4 gigs of RAM. My graphics card is an AMD Radeon HD 8400.

Again, this has not been a problem for me on recent stable releases including 3.0.

I hope that this is an appropriate place to put this issue, I apologize if not.
