For those experiencing the cursor offset with Wacom tech. I just found that I had to disable two options on my surface pro 1st gen to get rid of the offset "quick note on lock screen" option for the pen button and "show ripple effect" option in the wacom pen dialog. Some other software also required pen gestures be disabled under windows default pen input settings, noting that as well as I already had them off when toggling the other options noted.
I also set the screen resolution manually in Krita's tablet dialog but haven't tested if that was necessary, will follow up if picking the Wacom or QT resolution options work. Edit: Both Wintab and QT options in this dialog provide the correct cursor location as well previously filed a bug for this at https://bugs.kde.org/show_bug.cgi?id=372800
