I cannot promise a fixed date -- I uploaded the update last week, of course, but Microsoft takes its own sweet time certifying and approving and moving it on. They say "3 days", last time it took more like six.

It depends on Microsoft. Submitting an update is easy enough, but they can take days or even weeks to actually push it through to the store.
