I read in the Krita 4.0 release notes that you can drag colors in the Palette docker, but when I try to rearrange them, I can't move the swatches at all. Am I missing something or is this a bug? I'm using Windows 10, Krita 4.1.1.

I noticed the same thing on my system. I just chalked it up to having Windows 7, 32 bit install. It's not critical that I be able to drag the swatches, it's more of a curiosity that it doesn't work on my computer either.
