I think there should be a GUI that allows the user to change the accent color from blue to any other that they wish. This might be partly a job for Visual Design Group or the software section, I'm not sure

You can do this right now already by editing the colour scheme in the Appearance section of System Settings. I don't think it has any effect on the Plasma theme, but I could be wrong.
