Not unconditionally, ie. you must not rely on the feature.

a) because the used KWin decoration needs to support tabbing.
b) because KWin may be not the used WM at all.

Other than this, technically this is easily done by flagging the window with "please attach to window with id 123456"
Whether such feature would currently be supported can be exposed to all clients (ie. muon could know whether such request may be issued and act differently in case not)

Our applications could do it like GNOME 3 apps will do now: Adapt to the window manager's capabilities.

That's what we wanted to hear! So if we decide that we want this, it can be done, that's great!
