Missing '...' after System Tray right-click menu items, bug?

In the Neon 5 ISO released on 29th August 2014, the, right clicking on the System Tray icons brings up a menu - one of the menu items is always a 'Settings' type option that opens a dialog. I thought that if a menu item is going to request more information (open a dialog) then that menu item should be followed by '...' so the menu item to open the settings for the Digital Clock should be 'Digital Clock Settings...' and not just 'Digital Clock Settings'.

The HIG says about menu items:
Indicate a function that needs additional information (including a confirmation) by adding an ellipsis at the end of the label (e.g. Save as…).

Of the 6 System Tray icons that appear by default on my computer (there's no wireless on my desktop), the only one that does have '...' after the menu item to access its settings after right clicking it is the 'Battery and Brightness' one, it says 'Configure Power Saving.....'. None of the other 5 have '...' so right clicking on:

Digital clock = menu item 'Digital clock settings'
Device Notifier = menu item 'Device Notifier Settings'
Network icon = menu item 'Networks Settings'
Notifications = menu item 'Notification Settings'
Clipboard = menu item 'Configure'

I've gone to report a bug but couldn't find an obvious category to post it in - if this is a bug which item should it be filed against?

Yes, these are definitely HIG violations. Most of the Plasmoids shipped with Plasma by default have their own component within the plasmashell product. Klipper as well as plasma-nm have their own products.
