Breeze theme customization

1. In Plasma 5 In kickoff Breeze dark theme you can see Description above Word Processor and name below LibreOffice Writer. Description has bright font color while name darker font.
In Breeze light theme description has darker color.

So description is beter visible then name.

How can I reverse it, make name above description (acctually in KDe Menu Editor name is above description) and reverse colors.

I want to do it because when I search for a program first I look for an icon, and when I don't remember icon I look for program name and I want to make name better visible then description.

2. Another thing that I want to change is the space between scroll bar and the right edge of a window. When I move mouse to the edge of the window and down it takes no effects - id doesn't scroll down becase pointer doesn't hover the scroll bar. The space between scroll bar and the right edge of a window is too wide.

Using mouse wheel is not always the best way to scroll, for example with long documents.

3. Are there any guidelines for creating plasma themes?
