Toolboxes - a special case of toolbars?

Reading at implementation when to use QToolBar (<11 tools) or QToolBox (>10 tools) makes me wonder how it relates to the question on secondary toolbars and labeled icons (Re: How reasonable is icon on Cancel/No button?). If the secondary toolbar is in fact a toolbox we should mention it somewhere ("Document the toolbox to user as 'secondary toolbar'."). If not we should give more advices at 'Is this the right control'. And regarding this question we should add something about captions, if it's possible to have one at all ("Do not add captions to buttons in toolboxes" or "Whether or not buttons have caption is configured by the global user setting 'Caption on sec. toolbars'. Do not override it.")

Finally there is the question about integration into https://techbase.kde.org/Projects/Usabi ... Navigation (this link would probably be forgotten if we don't do it now). I would add it below 'Toolbar - Provide a toolbar for frequently used functions.'
"Toolbox - Use a toolbox instead a toolbar for many frequently used functions."

And perhaps we need a reference on when to prefer a toolbox at the toolbar guidelines.
