What it meant was the frame sizes specifically for the task manager comes from the Plasma breeze theme.

We can't just ignore that because:
1) The user might have a different theme
2) We (generally speaking) try and do what the design team want for coherency

Arguably it's already an option because you do have the option of different themes - different themes different margins. It also means we cannot add an option in the UI because of reason 1 above; as that would conflict. You can't get the same information from two sources at once.
