How about the active-titlebar colours?
They're already associated with titles - it's right there in the name - and in most themes are distinct from the menu background (Breeze-dark being a notable exception).

@flherne Titlebars have no guaranteed contrasting background color. The color can be identical to the menu color (and window color).

I'm aware of that (and did mention it in my post).

In many themes - including the default - it's a contrasting colour, in the worst case (identical to menu colour) it's no worse than at present.

Since menu titles are rare, users might not recognise them immediately - matching window titles, which have a similar role, should be a useful visual cue in any case.
