The KDE HIG are specific to the desktop, there are plans to define HIG for mobile application? I refer to something like Google's Material Design, in particular: the space between the UI elements, use of accent color, side panels and such like.

Yes, the KDE HIG will be updated in time to cover mobile apps (like for Plasma Mobile).
