Best thing is to start from breeze icons (https://github.com/NitruxSA/breeze-icon-theme/) But be aware to make an icon set from scratch is a lot of work Our Breeze Icon guidelines https://techbase.kde.org/Projects/Usabi ... IconDesign We make the icons in Inkscape and use only svg files you can use png as well. Next step would be to publish your work at http://opendesktop.org/?xcontentmode=27 that's it.
