I read similar bugs were caused by the icon cache not being updated, but I don't know how to force an update. And I don't remember where I read that.

no it's a bug in Quassel

quassel install the icon in hicolor and use the icon from there instead of breeze. the right icon is in breeze available. so it's a quassel bug. please fill a bug report in quassel.

the system tray come from the plasma theme you can find the icon in /usr/share/plasma/desktoptheme/default/icons/quassel.svgz
