Similarly, it's already too late to declare that Krita should not have custom formats beyond .kra. We have .bundle, .kpp next to .kra.

This sounds like a case of feature bleed to me - a new feature that puts Krita into a market that it doesn't belong in. Paging functionality is something desktop publishing software excels at. Even if basic paging would be added to Krita, that would open Pandora's box with people wanting to do layouts, arranging pages for spines, wanting to set page bleeds, as well as copying every feature that those software have. Krita is optimized for digital artists - not layout artists and designers.

If you are interested in having paging and layout composition tools, I would recommend software such as Scribus that specializes in solving these types of problems. (http://www.scribus.net/canvas/Scribus)

You are right that it would be nice to do everything in one application. The problem is that there would then be layout designers that don't care about digital painting features, and digital painters that don't care about all of the layout features. It is difficult to know where to draw the line in the sand.
