when I set the "Right" mouse button to say "Rotate" then I won't be able to access the right-click dropdown menu when hovering a vector object.

I wonder if it would be possible to always display the dropdown menu when right-clicking over a vector...

No, it uses the same key as the pop-up palette. Given you can rotate the view in vector as well, Krita cannot tell when you wish to get the context menu and when you would want to rotate.
