i think it is intentional, this is the purpose of selections or i missed something in your explanation...

When you're painting something with selections, yes. But the Stroke Selection feature is to create lines along the selection outlines, so it doesn't necessarily need to have that restriction. The official manual page also has some example pictures describing how it's supposed to work. https://docs.krita.org/en/reference_man ... ction.html I thought about writing a bug report but I wasn't sure if it's the case...

Oh, it is certainly a bug, it should ignore selection:
