Hi!

When the command View>Lock Guides is active it shouldn't "lock" the criation of new guides.
The way it is now is too literal. When I block the existing guides on canvas it doesn't mean that I don't want to create new guides.

All others software let me do this. Iknow "Krita doesn't have to be like others..." but this is a practical matters.

What do you think about this?
