For users on Kubuntu 15.04, is there a solution to this? It's impossible to use PyDev with this bug present.

No, sorry. With the workaround patch, the window will get the focus, but it still "thinks" it doesn't have it (so it receives input, but just ignores it)
The window will "know" that it has the focus when you click into it.
