Using icon only task manager, I launch an application (e.g. kwrite), using krunner. Then when the application has started I right click on the icon for the application, but I don't get a context menu.

I was expecting to see the option "Create a launcher when not running". Instead the window seems to go translucent, and is no longer responsive.

Is this a known bug? If not, how can i solve this?

Environment: Fedora 22 (amd64) Upgraded from Fedora 21
All available updates installed.

I have the same issue with netrunner rolling edition. Could you solve the problem by any means?

Use K menu launcher as normal to show the programme you want to launch. Right click and, from the menu displayed, select "Launch as icon" to add programme to Task Manager

Can you try disabling the window highlight effect from System Settings and see if the problem persists?
