How to set background

Setting the background is not something I do very often but I think I used to do it by left clicking on the desktop.

Then sometime in the last month or so, perhaps after an update (this is a Fedora 23 system), I noticed the backgrounds I'd set (there are three screens) were gone and all replaced with the breezy theme one. I wasn't bothered much at the time and forgot about it.

However, I just installed F23 fresh on another system and found the same issue -- theme based backgrounds and no way to change them. The only menu accessible on the desktop is this right click one:

And the main "System Settings" doesn't seem to have anything about this.

click "Folder View Settings"

could be prior you were using the Desktop layout and now the Folder View?
