on my mom's laptop her syslog is populated by the same messages from kscreen.xcb.helper

Look at the screenshot, that's horrible and the result of that issue (populating logs) freezes her laptop and she must restart computer

Have you already seen that ?
how can i disable this stupid bug ?

I already had setup everything before you answered.
All settings are false as written in the bug report, however, the log is still populated with it.
so in her case the walkaround does not work at all

Moreover, i had by default no kdebugsettings tools installed on KUbuntu 16.04.01 isn't it weird ?
i thought it is installed by default from packages during installation.
