Is there any way I can remove or adjust the delay that occurs after you click Shut Down or Restart from the Leave section of the menu?

KDE System Settings > Startup and Shutdown > Desktop Session > Disable the 'Confirm logout' - as default you have the 30 s to confirm the logout/reboot/shutdown.
