After upgrading to the latest release i'm having this issue:
https://bugs.kde.org/show_bug.cgi?id=295438 > Recent comments in there show how to replicate the problem.

I can switch keyboard layout normally in other newly created accounts.

Also noticed that my default user account do not show the newest/default wallpaper that this release brings, other user accounts on the computer show this new wallpaper on Desktop Settings.

EDIT: Solved by deleting ./config and ./kde folders for my user account in order to reset the settings. Now keyboard layout switching works and i have the new wallpaper.

Keyboard Layout

Wed Nov 16, 2016 4:46 am
Keyboard layout is not working again.

The icon is gone and setting the keyboard layout on the settings page doesn't affect the current layout.

Also noticed that after the notebook wakes from sleep it goes right into the Desktop, no password required.
