Distorted fonts

Hi,
KDE 5.9.4
Framework 5.32.0
Qt version: 5.8.0
Kernel: 4.9.22-1-MANJARO

When I scroll through the desktop effects (and not only in there, also in other programs I can see this) text is almost unreadable.
It starts okay, then when I scroll down one notch on the mouse-wheel the text is terrible, the next notch makes it okay again.

Used font is noto sans, desktop theme is Breeze.

It seems this is something which is present a long time already. Can something be done to avoid this or is it a bug and needs to be reported?

Found a solution for this on the Manjaro forums yesterday. Somebody wrote to try this:
sudo ln -s /usr/share/X11/xorg.conf.d/10-evdev.conf /etc/X11/xorg.conf.d/10-evdev.conf

And it works fantastic.
Not only are the terrible looking characters gone, also scrolling through the long list of effects works must faster. It's a bit of switching off smooth scrolling in a web-browser.
Mind you, this works on Manjaro, no idea if it also works on other distro's.
