System Tray Settings

Cannot figure this one out. I have the system tray widget on my desktop but can only alter its settings by first adding the widget to a default panel. If I try to alter the settings when the widget is free of the panel, I get a window instructing me to first apply desktop layout changes. After selecting Folder or Desktop view, the window then switches to the Configure Desktop view.

When the System Tray widget is free of the panel, I cannot alter the settings. I cannot configure the Entries of the system tray (Auto, Hidden, Show). I have to first add a panel, insert the system tray into it, then edit. Doing this is the only way to access the system tray settings properly.

Is this the correct behavior?
