cannot scale panel icons in plasmashell 5.10

When I open the settings of my (vertical) panel in plasmashell 5.10, there is a slider that can make the icons in the panel bigger or smaller. Only it has no effect. I tried on different desktop-themes and it simply does nothing. Did I understand it wrong?

At here:

1) The slider is for the task manager icons. It won't scale the widget (Kickoff *) icons.
2) The size of the minimized icons is not changing immediately. You will need to un-minimize and then minimize again.


Kickoff*
- The widget icons are following the icon settings for the maximum size. KDE System Settings > Icons > Advanced tab > Use of Icon:Panel
- The panel size is also limiting the icon size. You can't put 256 px icon to the 48 px panel.

same bug here on Funtoo, work normal until 5.9.5.
