Digital Clock settings

First, I am running a fairly current kubuntu setup:
(Kernel: 4.13.0-36-generic x86_64 bits: 64 Desktop: KDE Plasma 5.10.5 Distro: Ubuntu 17.10) *

I have set my digital-clock for 24-hour display.
Please click the thumbnail below to see my settings and what the result is (what my clock looks like).

Additionally, after midday the clock shows

These are NOT 24-hour format. **
Please raise your hand (and see below) if you do not know what a 24-hour time format is/looks like :o
Seriously, how do I get Plasma-5 to honor my settings and/or display the 24-hour format correctly?

* inxi reports Ubuntu even though I am running Kubuntu (??)

** 24-hour format has a leading zero for single-digit hours
- does NOT have a colon separating hours and minutes
- does not have an AM/PM indicator (not needed if 24-hour clock is displayed)

The triangle fill for the 24 hour clock means it's a 3 state button.

A. Default
B. On
C. Off

Right now it's set to "Default", which falls back to your system locale, which uses a 12h clock. Click the "checkbox" till it's a solid fill like you see for the "Bold text" checkbox.

I was not aware that was a multi-state-button... it looks like a check-box to me.

I can/will live with the colon.
