These are NOT 24-hour format. ** Please raise your hand (and see below) if you do not know what a 24-hour time format is/looks like Seriously, how do I get Plasma-5 to honor my settings and/or display the 24-hour format correctly?

The triangle fill for the 24 hour clock means it's a 3 state button.
A. Default B. On C. Off
Right now it's set to "Default", which falls back to your system locale, which uses a 12h clock. Click the "checkbox" till it's a solid fill like you see for the "Bold text" checkbox.
