DELL S2415H Refresh rate capped at 29.97Hz in the Settings

Hi guys, i think that the Refresh Rate of my DELL S2415H is not displayed correctly. In the Displays settings is set at 29.97Hz and trying to change it has no effect, as soon as i re-open the system settings it goes back.

Shows that the Refresh Rate is actually 60hz.
By manually changing the Refresh rate to 60Hz and then back to 29.97Hz the screen starts flickering, so there's no way that it is displayed correctly.

Xrandr output:

Even the kscreen config in ~/.local/share/kscreen/ shows that the actual refresh rate is 60Hz...

UPDATE: For some reason after setting the screen mode to an unsupported one via xrandr and setting it back to 1920x1080, the display settings will show the correct refresh rate.
