With plasma 5.13.0 it is really difficult to move icons around. Can someone confirm this behavior?

I had a similar problem. Try this and see if there is any difference:
- RIGHT-click a blank area on your desktop to retrieve the context menu
- Select (click) Configure Desktop
- for Layout select "Folder View"
- for Wallpaper type select "Plain color"
- for color select something very dark (the default/only font is white)
- make sure you have APPLIED each of these settings
- click the "Location" tab (on the left)
- click the radio-button for "Specify a folder"
- navigate the location to YOUR DESKTOP FOLDER (ie. /home/username/Desktop)
... in theory this should be the same as Desktop View, but when you specify the desktop folder the behavior changes
- make sure all changes have been APPLIED
Log out and back in and test.
* in my case I believe the desktop icons changed from Widgets to links - and they behave differently --- or, this may not work at all
