How does one get a delay through KDE when a wrong password is entered before the user can try again?

I have already adjusted PAM values in /etc/pam.d/login and it does properly change failed login delays on other tty's, but not from the KDE interface login. The initial login has 0 wait time for failed attempted, while a lock screen seems to have a value of 2 seconds. Are these set somewhere else?

How can i enforce login delays through KDE when failed passwords are given?

I don't know the answer but just want to give you a hint that this part of system used by Plasma 5 where you type your login password when system starts is called sddm. You can check its config file or ask a question on
https://github.com/sddm/sddm
