Locking a Config file and Enforcing it

Reading the documention on locking down a config file for KDE at https://userbase.kde.org/KDE_System_Adm ... tion_Files by applying the [$i] attribute to config file. However, after reading XDG documenation, i found confusing or unclear information.

Since XDG states that the XDG_CONFIG_HOME will always be read BEFORE reading directories listed in XDG_CONFIG_DIRS. If this is the case, how can i possible enforce rules through KDE? The home config files will always be read before my locked down files, meaning i wont be able to enforce rules.

Can someone clarify this for me?
