Flickering display

I recently set up a new machine (specs below). The display is a PowerColor Radeon RX570 connected to an Acer CZ340CK 1. The screen has a bad flicker and horizontal grey bars flickering at the bottom.
After reading some other posts, I tried setting Compositor setting 'Tearing prevention ("vsync")' to "Full screen repaints". I then tried all permutations of this setting and 'Rendering backend' (XRender, OpenGL 2.0, OpenGL 3.1). I have also tried different cables and different types of cables.

Display settings has 3 options for "Refresh rate":
  • Auto - flickers
  • 74.92 Hz - flickers
  • 59.94 Hz - monitor says "No signal"

In the process of debugging, I connected an old HP 2311x (1080P) monitor. When both are enabled, the flickering stops. My wild guess is that this is somehow affects the refresh rate on the primary display. I can't leave it connected, though, so that's not a solution.

The OS is currently Manjaro. The same issue was present with Kubuntu, but not with gnome derivatives.

I couldn't find much on the error message in here other than this issue, which I'm not sure is actually a causal factor.
