Desktop becomes unresponsive

Hello from Vienna!

I have strange problem with my desktop. A few sessions after a reset, it becomes totally unresponsive, just like a screenshot.

I can not start any application by clicking the icon
I can not open a folder on the desktop by clicking it
I can not select icons by drawing the mouse
But: the application menu and the task manager work as expected.

My system:
openSUSE Leap 15.1
KDE Plasma 5.12.8
KDE Framework 5.55.0
Qt 5.9.7

My desktop settings:
Layout: Folder View
Location: "Show the Desktop folder"

I can restore the desktop by:
Configure Desktop ->Tab "Location" -> Location "Specify a folder" -> file:///home/gerhard/Desktop -> Apply
Change Location back to "Show the Desktop folder" -> Apply
Ugly side effect: the icon order is completely destroyed...
The desktop will work as expected for several sessions but will eventually go dead again.
I played this game several times....

What else I tried:
Create a new user: same result as above
From the web:

kquitapp plasmashell
rm ~/.config/plasma-org.kde.plasma.desktop-appletsrc
rm ~/.config/plasmashellrc
rm ~/.config/plasmarc
plasmashell & disown

same result as above

I'm grateful for any help with this weird problem!

In the meantime I was able to narrow the problem down to the file: ~/.config/plasma-org.kde.plasma.desktop-appletsrc.
I am able to restore the functionality of my desktop by shutting kde down, replace this file with a backup and restart kde.
