Dear plasma developers,
First of all thank you for creating this great DE. It's customizability really sets it apart from the others. However after having upgraded to 5.17.4, I lost the application bar below the window title bar. After having searched Google for an hour, I read that KDE is going down the "global application bar" route and that the in-window application bar has been removed. I think this is a huge shame, as I am not a fan of adding yet another widget to my taskbar. The dropdown button in the window decorations also isn't an option for me, as I'm using a custom one that doesn't support adding or removing buttons. Another think I would like to point out is that removing this feature was completely unnecessary, as it was optional and worked flawlessly. Why remove an option if the whole DE is build around customizability? I truly think this goes against the whole essence of KDE. Hmm, I don't think I fully understand your problem. In-window application bars aren't going anywhere - we are just making Global Menus an option for those who prefer it. If you do not use a global menu widget and do not place a Menu widget in the window decoration, the in-window application bar should still be there like before. In fact, I do have exactly this setup on my laptop and if the in-window application bar isn't there anymore for you, that's probably a bug.

Thanks for your reply. I was unaware that the bar is supposed to be there if no global menu widget or window decoration widget. I'll make sure to create a bug report.

Bringing it back should be as simple as removing any menu bar plasma widgets and/or titlebar menu buttons you may have added. Once those are removed, the applications should respond by re-adding the menu bar to the application.
Some (kde) applications may not respond immediately (or after restart), so you may need to go into their config settings (~/.config/<application>) and manually change Menubar=Disabled to Menubar=Enabled.
