Cannot scroll inside unfocused window

For some reason in Firefox I'm not able to scroll the content if the window is not focused. I don't know when and how this changed and I can't find a way to fix it.

I noticed this doesn't happen with other applications - I checked with Libreoffice Writer, Falkon, Chromium.

Could this be a per-app setting that was changed? Anyone has any idea?

An update: I noticed this only happens when using the mouse. If I scroll using the trackpad, it works. Same for trackpoint (I'm on a thinkpad).

That does seem a little weird, but it sounds like it is something specific to Firefox, so you might check their forums.
